Center for American Progress and Nonprofit Professional Employees Union Ratify Successor Collective Bargaining Agreement

Washington DC — The Center for American Progress (CAP) and the Nonprofit Professional Employees Union (NPEU), IFPTE Local 70, are pleased to announce the ratification of a new successor collective bargaining agreement, continuing their strong and collaborative labor-management relationship. This agreement is the fourth union contract for employees of CAP, who formed a union with the Nonprofit Professional Employees Union (NPEU) in 2016.

“Our nation is at a crossroads, the likes of which we haven’t seen in generations, and CAP’s mission and work is critical now more than ever,” said CAP President and CEO Neera Tanden. “We are both proud that all of CAP — our union staff and non-union staff – are meeting this moment, and that we have a collective bargaining agreement that makes CAP run better at this crucial time.  We appreciate our partnership with CAP’s union."

The new agreement builds on the foundation of CAP’s previous contracts, reflecting shared values of equity, transparency, and respect. It includes enhancements to compensation, benefits, and working conditions for unionized staff, while reinforcing CAP’s commitment to being a leader in creating an inclusive, supportive workplace. Highlights of the new agreement include:

  • For overtime-exempt employees earning below $68,000, time and a half pay for working more than 40 hours in a week

  • Increases to pool of funds to be used for merit pay raises separate from promotion 

  • Offering compensation for performing temporary assignments above the responsibilities of an employee’s usual job classification

  • Guaranteed annual raises of 3% for those making less than $68,000 and guaranteed annual raises of 2.5% for those making over $68,000 in 2027

“This agreement is a testament to the strength of our union and the constructive, good-faith dialogue we’ve had with CAP leadership,” said Keenan Alexander, a member of the CAP Union bargaining committee. “It delivers real improvements for staff and reinforces CAP’s commitment to being a progressive and equitable workplace. As we move into a new chapter for the organization, we look forward to continuing our partnership with management to build on this progress, shaping a workplace that reflects our shared values and navigating the challenges ahead together.”

The new contract will be in effect from May 1, 2025 through April 30, 2028, continuing a strong partnership dedicated to CAP’s mission and the well-being of its workforce.
